The problem
Refineries, petrochemical plants, shipyards, and the contractors who service them run life-critical operations on paperwork and tribal knowledge. Procedures that should take minutes take days. Project managers build bids on a calculator and memory. Certificates expire unnoticed. Nobody knows in real time who is on site, which equipment is where, or whether the work is even permitted. It is slow, manual, and error-prone — and it costs money, and sometimes lives.
The solution
Permitiv is a 15-module platform where an AI copilot does the administrative heavy lifting across the entire operation — while every safety-critical decision stays deterministic, rule-based, and human-signed. The AI does the paperwork; humans sign the safety. We integrate Anthropic's latest Claude models at the core, cutting routine office and planning work from days to minutes.
- Bidding in hours, not weeks. The AI reads tender documents, drafts the paperwork, and calculates costs, margins, and timelines — turning ~10 days of estimation into ~2.
- Digital permits & live safety monitoring — issued in minutes; confined-space entries, gas readings, and thresholds tracked in real time, with automatic alerts.
- Workforce & certifications — every worker, every certificate, expiries tracked automatically; instant answers to "who is eligible for this job?"
- Project & crew planning — unified scheduling of crews, shifts, and jobs across sites and projects.
- Check-in/out & access control — worker/supervisor dual-confirmed check-in and check-out plus QR office access control that ends time-sheet fraud.
- The safety department, organized — safety compliance in one place: training schedules and trainings, toolbox talks, competency tracking, and audit-ready records.
- HR, travel & logistics — the AI finds hotels and transport, fills the booking forms, and hands HR a ready cart to approve.
- Equipment & maintenance — live location and availability feeding straight into bids; mechanics log servicing by talking to the AI, no typing.
- Full site oversight — plants see every contractor, permit, and person on site live, with clash detection and compliance at a glance.
Two-sided by design
Plants and contractors run on the same platform and share permits, worker eligibility, and live operations across company boundaries. Every plant that adopts Permitiv onboards its contractors; every contractor carries it to the next site. And it is not only plant-to-contractor: two or more contractors can link up on joint projects — sharing crews, permits, and plans in one shared workspace. Distribution is built into the product.
Where we are
Permitiv is early-stage — and we say so plainly. The full 15-module architecture is specified end to end; the multi-tenant foundation (tenant isolation, a cryptographically signed audit trail) and the first modules — workforce & certifications and digital permits — already run in our development environment. The product is pre-launch. This round exists to turn the blueprint into a shipped product.
Milestones
- Launch the wedge. Permits & work authorization, workforce & certifications, and live gas monitoring in production — piloted with industrial contractors we already work with today.
- Revenue. Bidding & estimation (the module contractors pay for first), compliance & audit, and the AI copilot across the wedge; first paying customers on both sides.
- Scale. The full 15-module platform, enterprise self-hosted deployments for plants, and go-to-market across EU heavy industry.
Who is building it
Permitiv is developed by GembaIT — a software studio based in Bulgaria (EU), legal name Gemba EOOD — specialized in Linux server infrastructure, backend & AI development and integrations, and payment & blockchain solutions. Its industrial division, Gemba Industrial, organizes and deploys skilled crews for shutdowns and turnarounds in petrochemical plants.
We draw our experience directly from the work site: we know exactly how complex industrial turnarounds are to organize, how hard they are to execute, and every risk in one of the most life-critical industries. Most people who understand this industry can't write software; most engineers have never set foot in a refinery. We are both.
Proof that we build, ship, and get paid
- Gemba booked ≈ €60,000 in revenue in the first half of 2026 from industrial clients.
- GembaPay — a live multi-chain payment platform, approved as a Stripe Connect Platform and a PayPal Channel Partner.
- GembaKitchen — an AI product already serving real customers.
- Permitiv — in active development now.
The opportunity
We are raising early-stage capital to ship the wedge and take it to market. Engineering — normally the largest line in any software budget — is structurally cheap here, because we build in-house. Your capital goes into finishing the product, running the first pilots, and the first go-to-market hires — in a massive, almost entirely un-digitized global industry whose firms already pay well for exactly what Permitiv sells: speed, safety, and less manual labour.
